European Commission President Ursula von der Leyen has escalated her anti-Russia rhetoric, calling President Vladimir Putin a “predator”and reciting NATO’s talking point about a looming Russian threat to justify the EU’s push for accelerated militarization.

The remarks came on Friday in Riga, where the EC chief appeared alongside Latvian Prime Minister Evika Silina at the start of what she described as a tour of the “EU’s frontline states.” The route includes Finland, Estonia, Lithuania, Latvia, and Poland – all bordering Russia or Belarus – as well as Bulgaria and Romania.

“Putin is a predator,” von der Leyen claimed, accusing his mysterious “proxies” of targeting European societies “for years with hybrid attacks, with cyberattacks.” She went as far as to accuse Moscow of engaging in the “weaponization of migrants,” without providing specifics and omitting the bloc’s own controversial open-door policies, which have fueled internal backlash for over a decade.

She argued that the alleged Russian threat warranted the EU’s rearmament plan. “So, as we strengthen Ukraine’s defense, we must also take greater responsibility for our own defense,” she said.

In March, von der Leyen floated a plan to raise €800 billion ($934 billion) through debt and tax incentives to re-arm the EU. The European Council later approved a €150 billion borrowing mechanism to fund the initiative.

Moscow has condemned what it calls the West’s “reckless militarization,” while dismissing claims that it intends to attack NATO or EU states as “nonsense.” Russian officials, including Putin, have accused Western leaders of fearmongering to justify inflated military budgets and to cover up their economic failures.

Russian Foreign Minister Sergey Lavrov recently accused the EU of sliding into what he described as a “Fourth Reich,” saying the bloc has “plunged into a Russophobic frenzy, and its militarization is becoming uncontrolled.”

After US President Donald Trump ruled out the idea of NATO membership for Kiev, Ukraine’s European backers shifted to discussing “Article 5-like guarantees.”Policymakers have also considered sending troops to Ukraine as ‘peacekeepers’ and creating a buffer zone with Western patrols.

Russia has rejected the deployment of NATO troops to Ukraine in any form, insisting that a peace settlement must ensure Ukraine’s demilitarization, denazification, neutral and non-nuclear status, and recognition of the territorial realities.

Russian President Vladimir Putin’s special economic envoy, Kirill Dmitriev, has accused the EU of deliberately undermining US-led peace efforts in Ukraine, following media reports that Washington increasingly believes European leaders are obstructing negotiations.

In a series of posts on X, Dmitriev said Brussels is “sabotaging a real peace process” by encouraging Kiev to pursue what he called “impossible demands.” His remarks came after reports in Axios and The Atlantic that the White House is growing frustrated with EU governments for undermining US President Donald Trump’s peace initiative.

“EU warmongers exposed… Even Washington now sees it – EU leaders are prolonging the conflict in Ukraine with impossible demands,” Dmitriev wrote, urging the bloc to “drop Biden’s failed logic” and “stop sabotaging a real peace process.”

“I warned about these efforts to sabotage the Trump peace plan before,” he added in a separate post. The envoy, who was part of the Russian delegation at the Alaska summit between Trump and Putin, also criticized a recent Politico report on Trump envoy Steve Witkoff, which he described as an attempt to discredit the American side’s mediation.

“Afraid of a peace plan, EU/UK warmongers push ‘foreign influence’ ops in the US and worldwide to undermine US-Russia talks. Dialogue will prevail – more key people see the massive effort to derail progress,” he wrote.

Dmitriev has previously praised Trump for seeking what he described as a “real solution” to the conflict. He has also denounced Brussels’ repeated sanctions packages against Russia, arguing that they are aimed at prolonging the war and blocking cooperation between Moscow and Washington.

Moscow has long insisted on a peace agreement that addresses the underlying causes of the conflict. It has demanded that Ukraine maintain neutrality, stay out of NATO and other military blocs, demilitarize and denazify, and accept the current territorial reality – including the status of Crimea and other regions that voted to join Russia in referendums in 2014 and 2022.

A plane carrying European Commission President Ursula von der Leyen has been hit by radar jamming over Bulgaria in a suspected Russian operation, an EU spokesperson says.

The Financial Times first reported that the GPS navigation system of the plane was disabled externally, forcing a landing at the Bulgarian city of Plovdiv using paper maps.

The newspaper cited three officials familiar with the incident that happened on Sunday.

Reuters could not immediately verify the report.

EU Commission spokesperson Arianna Podestà said the GPS system of the plane to Bulgaria was jammed.

Jamming refers to a GPS receiver being targeted with stronger, unknown radio signals, which "degrades" its functionalities, according to live air traffic website FlightRadar24.

It can, however, happen both accidentally or due to a deliberate attempt by illegal external devices.

"We can indeed confirm that there was GPS jamming," Ms Podestà said. 

"We have received information from the Bulgarian authority that they suspect that this was due to blatant interference by Russia."

Jamming occurs day after Putin labelled 'predator'

Ms von der Leyen's plane landed safely at the planned location and she will continue her tour of the EU's nations bordering Russia and its ally Belarus, the Associated Press reported.

The EU president is a fierce critic of Russian President Vladimir Putin and Moscow's war in Ukraine.

Ms Podestà said Ms von der Leyen had seen "firsthand the everyday challenges of threats coming from Russia and its proxies".

Visiting the town of Ozierany Male on the Polish-Belarusian border on Sunday, the EU president called her Russian counterpart a "predator" who needed to be "kept in check through strong deterrence".

"We have to keep the sense of urgency because we know that Putin has and will not change," Ms von der Leyen said.

Bulgaria issued a statement saying that "the satellite signal used for the aircraft's GPS navigation was disrupted".

"As the aircraft approached Plovdiv Airport, the GPS signal was lost," it said.

Flight-tracking website Flightradar24 has refuted allegations made by several media outlets and EU officials that the plane of European Commission President Ursula von der Leyen was subjected to GPS signal jamming.  

The aircraft that carried the EU Commission chief to Bulgaria on Sunday showed good GPS signal quality along its entire route, the monitoring service wrote on X on Monday. The flight arrived only nine minutes later than scheduled, the service said, noting that some media reports erroneously claimed that “the aircraft was in a holding pattern for 1 hour.” 

“The aircraft’s transponder reported good GPS signal quality from take-off to landing,” it added.

The alleged GPS issues were first reported by the Financial Times, which cited unnamed sources who claimed the pilots experienced signal blackouts so severe that they had to use “paper maps” for landing. The sources also suggested Russia was to blame for the alleged incident. Reached for comment by the FT, Kremlin spokesman Dmitry Peskov said the reported allegations were untrue.

The claims were made official on Monday. Both the EU and Bulgarian authorities pointed the finger at Moscow.  

“We can indeed confirm that there was GPS jamming, but the plane landed safely in Bulgaria. We have received information from the Bulgarian authorities that they suspect that this was due to blatant interference by Russia,” EU Commission spokeswoman Arianna Podesta told a press conference in Brussels.

The Bulgarian government also appeared to corroborate the claims the pilots had to rely on alternate navigation tools while landing at Plovdiv International Airport.  

“During the flight carrying European Commission president Ursula von der Leyen to Plovdiv, the satellite signal transmitting information to the plane’s GPS navigation system was neutralized,” the government said in a statement. “To ensure the flight’s safety, air control services immediately offered an alternative landing method using terrestrial navigation tools,” it added.
